Electronic
Key Management System at Campus Security

In August 2004, Campus Security
invested in a fully automatic electronic key management
system to enhance efficiency and responsiveness
in managing and tracking the number and movement
of keys in our huge campus.
Previously the Team Leaders and
Security Assistants had to put up with the tedious
and cumbersome task of manual record keeping on
thick log books. Much time was wasted on personnel
resources to monitor and track unreturned keys
and unauthorised removal of keys. Now with this
intelligent electronic key management system,
all these problems have become a thing of the
past as it enables Campus Security to streamline
and enhance our key administration and management
automatically.
This innovative key management
system operates on a contactless reading technology,
which utilises a newly patented device that combines
field proven RFID (radio frequency technology
identification) with a unique locking mechanism
to identify and secure the key tag.
The authorised user has to identify
via a contactless smartcard (staff card) and can
only gain access to the assigned keys which the
user is authorised to draw out. Access to the
keys is secured with the presence of alarm and
a specially designed roller shutter which opens
automatically and allows removal of keys only
by authorised users. The level of secured access
and management of keys is further enhanced by
the various alarm features and software set-up
in the main terminal.
All information about users,
keys and access rights are stored in a terminal.
The system automatically registers information
on who has taken or returned which key/s and when.
This information builds into an easily accessed
database that gives immediate traceability of
which personnel is responsible for each key at
any given time. A software link to a PC allows
full activity reporting facilities.
The integrated contactless key
tag reader in the terminal also provides a quick
and error-free method of returning keys. When
drawing keys out the terminal display promptly
informs users if the required key is available
or if it is currently with another user.
With
the aid of such an innovative and intelligent
device, the key management and administration
is very efficient contributing to more value added
and responsive service to the NUS community.

Nanyang
Technological University of Singapore (NTU) harness
security with RFID electronic Guard Patrol System
December 2003- In response to
the Singapore Government calling of stepping up
security measures in Singapore . Nanyang Technological
University of Singapore, NTU employed the efficient
“Contactless” RFID electronic Guard
Patrol System in its entire premises to develop
a more stringent security system.
This sophisticated German-designed
system enables security officer to receive a daily
guard patrol summary. Hence, this system eliminates
the cumbersome process of recording data in logbooks
thus streamlining its guard patrolling with a
cost-effective monitoring network.
This efficient guard patrol
system provided and installed by Coselec Pte Ltd,
has also benefited other educational institutions
such as National University of Singapore (NUS),
Singapore Management University (SMU), Republic
Polytechnic, ITE Dover, Singapore American School,
INSEAD.
Coselec Pte Ltd is a regional
distributor, marketing highly specialised security
products and systems in the field of security
control, facility management, and automatic identification
market.
The entire system comprises
150 proximity checkpoints, 60 personal contactless
card ID, 20 rugged-designed data collectors, downloading
units and a management software application. The
checkpoint can either be surface-mounted with
tamper proof security screw, or concealed to avoid
any vandalism if required.
By presenting a lightweight
handheld data collector to the mounted checkpoints,
data are gathered seamlessly. This process makes
data collection easy, especially if the checkpoints
are located in places that are physically difficult
to access. A distinctive advantage over conventional
bar code, magnetic or touch button system is that
it functions consistently in any kind of environment
whether hot or humid conditions.
Reports are generated immediately
once the security guard finishes his patrolling
and placed the data collector into the downloading
unit located in the control room. All these are
automatically processed by patrol verification
management software. The resulting reports are
then channeled to the Operations Officer.
Given these comprehensive and
differing reports, the supervisor is able to review
performance, and detect any deviations and irregularities.
This allows security management to act swiftly
to prevent losses and damages.
The patrol verification management
software, known as “Lite Patrol” has
the capability to capture up to 500 location checkpoints,
and unlimited number of data collectors. It processes
large amounts of data, which can be evaluated
within seconds and displayed in five different
comprehensive reports. These reports can be chosen
based on master data, location, inspection, error
and personnel ID reports.
Besides Lite Patrol software,
Coselec also offers Easy Patrol and Master Patrol
that can process up to 50,000 checkpoints.
The system also has a unique
feature that expedites facility management. Recording
and reporting events such as vandalism to machinery
or property, malfunctioning of equipment, and
other disruption through a unique Event Card.
This card can be fitted into any security officer’s
pocket due to its lightweight and handy outlook.

| The Singapore Police
Force becomes the first in the South East Asian
region to integrate the State of Art Guard Patrol
System from Coselec Pte Ltd. Early
2001, Singapore Police Force started operation
of the easy to use and efficient "Contact-less"
RF Electronic Guard Patrol System in its seven
land divisions. The Singapore Police Force has
set a trend for the rest of the South East Asian
Region in being the first to adapt the state of
art technology for patrolling. This sophisticated
German-designed system enables officers to receive
a daily guard patrol summary from all police stations.
As a result, the SPF has eliminated the cumbersome
process of recording data in logbooks and streamlined
its guard patrolling with a cost-effective monitoring
network.
The system was installed by
Coselec Pte Ltd, which has designed a variety
of similar electronic checking systems for institutions
such as Changi Airport , Singapore Telecoms, Singapore
Power and Parliament House. The company markets
high performance electronic hardware and software

of checkpoints, data collectors, downloading units
and software. The checkpoints can be surface-mounted

of ERP-IU vehicle access control reader systems
for the prestigious Jurong Island Checkpoint Contract.
Coselec had partnered with TJ
Systems (S) Pte Ltd for the awarded S$7.9 million
turnkey security system contract for Jurong Island
Checkpoint Security. Coselec Pte Ltd is a well
established distributing company offering technologically
advanced RF-ID and contactless security access
products & logistics, is responsible for the
supply of the ERP-IU vehicle access control identification
systems. Both parties together with the provider
of the back-end system, CEM Systems have worked
very closely with one another to ensure a successful
installation of a well-integrated solution of
access control systems and vehicle control applications.
The Jurong Island Checkpoint
is located at the entrance to Jurong Island Highway
. The Checkpoint has 7 inbound car/heavy vehicle
lanes, 2 inbound motorcycle lanes and 6 waiting
bays for inbound buses. Another 4 car/heavy vehicle
lanes, 1 motorcycle lane and 4 bus bays are also
built to serve the outbound traffic. The Checkpoint
is to be fully installed and equipped with state-of-the-art
access control systems and ERP-IU vehicle access
control identification system that allow fast
clearance of vehicle and personnel without compromising
security on the island.
The Jurong Island Checkpoint
is part of the government’s blueprint to
develop Jurong Island into a world-class chemical
research and production hub well served by its
state-of-art and superb infrastructure and technology.
By 2010, Jurong Island will be able to accommodate
up to 150 companies with a total estimated fixed
asset investment of S$40 billion (US$23 billion).
In terms of employment opportunities, 15,000 people
will be working on the island and more will be
visiting Jurong Island for its academic researches
